By this time next year, north Louisiana will have the start of something big, promises Colin Brown, the director of the Red River Waterway Commission. It will be a big and bold first for the commission; a vast recreation complex that does not sit on the banks of the Red River.

This is unusual for the commission, but not unheard of. The RRWC, which collects a small property tax in the seven parishes it represents, is tasked to fund economic and recreational development along the Red River. Their projects have included improvements at the Port of Caddo-Bossier, the funding of Riverview Park in Shreveport, an investment made to light up the Texas Street Bridge/Bakowski Bridge of Lights and a list of other initiatives.
